Jim Penny was born in Illinois in 1964 and has practiced law since 1993. He graduated from DePaul University, Chicago, IL in 1987, receiving a Bachelor of Science with High Honors with a major in psychology and a minor in sociology. He then went on to attend Loyola University College of Law in Chicago, graduating with a law degree in 1993. While attending college and law school, Jim worked in the construction industry, primarily with his father's construction company. In 2001, Jim and Mr. Rabb formed the RABB PENNY Law Firm.

Mr. Penny is licensed to practice in Federal District Court and the state of Arizona. He is a member of the American Bar Association, Arizona Trails Lawyers Association, State Bar of Arizona and the Pima County Bar Association.
